App Brightness Manager manages address the need for most users and manages the per Application level brightness. You can also get the Pro version to remove ads. If you feel your device is not achieving 100% brightness even when you set it to 100%, please calibrate you devices 100% in the settings to fix it. Some manufactures handle device brightness differently than the default method.
