This is a marine pollution prevention vessel entry inspection algorithm application that utilizes an algorithm flowchart method to enable marine environmental monitoring officers to conduct vessel entry inspections efficiently.

Before explaining, please note that this "Selection Algo" app does not represent any government agency. The information provided in this app is based on the Marine Environment Management Act, the Enforcement Decree of the Marine Environment Management Act, the Enforcement Rules of the Marine Environment Management Act, and the Marine Pollution Guidance and Inspection Rules, all of which are available to anyone on the National Law Information Center of the Republic of Korea (law.go.kr). This information was developed by a Marine Environment Supervisor working for the Coast Guard to enable efficient vessel entry and exit inspections in the era of artificial intelligence (AI). 1. Background - (Analog Method) Even after the Marine Pollution Prevention Act was enacted in 1977 and replaced with the Marine Environment Management Act in 2010, the method of conducting vessel entry inspections has remained analog. - (Increase in the Digital Generation) Most Coast Guard marine environment inspectors who directly conduct vessel entry inspections are Grade 7 or lower, and over 70% of them are members of the MZ generation in their 20s and 30s who have received digital public education. - (Public Service Work Method) While private companies are increasingly incorporating AI into their work, the public service only attempts to incorporate and utilize AI in national projects that can yield significant results. - (Passive Administration) Attempting to introduce new methods to work can lead to failure. However, the public service is reluctant to improve efficiency and lacks a willingness to take on challenges due to conventional practices. 2. Improvements - (Algorithm Design) Design an algorithm for vessel entry inspections to automatically output (implement) marine pollution prevention inspection items for each vessel. A program was developed by designing an algorithmic flowchart to facilitate this. (Utilizing the Ship Database) Basic vessel data (tonnage, maximum number of passengers, etc.) from the comprehensive fishing vessel arrival/departure information system was utilized to determine inspection items for vessel entry and exit inspections.
